The GASeP highlights six Global Priority Areas on which States, industry and other stakeholders may focus their efforts in pursuit of ICAO’s Aspirational Goal and GASeP milestones.

Priority Area 1: Enhance Risk Awareness and Response

The global challenge in aviation security is effectively implementing ICAO’s risk assessment and management methodologies, as outlined in key documents like Doc 8973 – Security Manual and the Global Risk Context Statement. To meet this challenge, the global aviation community needs to enhance practical training, establish up-to-date national frameworks, review screening protocols, and evaluate personnel security measures, particularly against insider threats. In 2022, the UK CAA introduced a new digital approach to instructor certification, following design, industry consultation, and pilot testing. This process is a key component of the 2017 project on modernising aviation security training. CAAi offers digital outcome-based instructor certification assessments, providing States with a cost-effective solution without significant resource investment.
