What is a State Safety Programme?
A State Safety Programme (SSP) refers to a structured and comprehensive approach to managing safety within a state’s aviation system. It is designed to ensure effective safety oversight, risk management, and the promotion of a strong safety culture throughout the aviation industry.
Course Overview
A State Safety Programme (SSP) is a structured and comprehensive approach to managing national aviation safety risks. It is designed to ensure effective safety oversight, risk management, and the promotion of a strong safety culture throughout the aviation industry.
All States are required by ICAO to implement a State Safety Programme and most State have developed their SSP Document to meet this requirement. However, implementing the Programme and integrating the State safety oversight system remains a challenge to meet Annex 19 requirements and to ensure that the national aviation safety risks are identified and managed through an effective SSP.
The course has been designed specifically to help you understand the different roles and responsibilities of personnel involved in implementing an effective SSP. This includes the roles and responsibilities of CAA inspectors to understand how they contribute to the SSP through the actions in the National Aviation Safety Plan (NASP) and the oversight of SMS. It will develop your knowledge and skills on the safety management principles and the importance of safety culture and just culture principles. It will also provide you with an overview on recent safety management developments and best practice including the third edition of Annex 19 that will enter into force in November 2026.
This course is suitable for the Managers and personnel in State aviation authorities involved in the implementation and coordination of the SSP. CAA oversight inspectors and accident investigators including their line managers. The course would also be of interest to industry stakeholders that want to learn more about the SSP and the interfaces with their SMS.

Delegates attend a 2-day training workshop led by a UK CAA expert. The course will include presentations, videos, practical exercises, and discussions.

Simon has 40 years aviation experience working with airlines and aviation maintenance organisations. He has been working over 21 years for the UK CAA and during last 9 years he was responsible for the Safety Management System (SMS) policy and strategy across the UK CAA. He has led international projects for SMS and State Safety Programs (SSP) working with ICAO, EASA and other regulators. Simon is also a maintenance Human Factors specialist and co-chairs the EASA Human Factors Collaborative Analysis Group (CAG). Using his extensive experience, Simon has been instructing SMS and SSP training worldwide.
