This course covers EMAR (European Miliary Aviation Requirement) 21 for Military Design Organisations. This course is of relevance to participants working for organisations or regulators where the EMAR requirements are invoked. It should be noted that the EMARs have not been adopted by the UK MOD regulatory system so organisations with contracts linked to the UK MOD should be aware of this.

The course provides delegates with an understanding of the European Defence Agency’s EMAR 21 Subpart J requirements and the associated topics concerning the obtaining of a Military Type Certificate, changes to Military Type Designs, Military Supplementary Type Certificates (STC) (modifications), Military Technical Standard Orders and repairs.

What is EMAR 21 Design Organisation Approval (DOA)?

EMAR 21 Subpart J details the elements required of a military design organisation in order to hold a Design Organisation Approval (DOA) granted by an European National Military Aviation Authority (NMAA). It outlines the requirements and procedures for the design, production, and approval of parts, appliances, and materials used in aviation.

Subpart J to EMAR 21 sets forth the responsibilities of organisations seeking approval to design military aviation products, or changes to those products, including the need to demonstrate compliance with applicable design and airworthiness standards. The requirement encompasses aspects such as design data, quality systems, production control, and conformity assessment procedures. Compliance with EMAR 21 Subpart J ensures that military aviation components meet the necessary safety and performance standards, contributing to the overall airworthiness of aircraft and the safety of flight operations.

Ian has over 35 years of experience in the industry. He is an Airworthiness specialist at the UK CAA ( including ASSI) including British Aerospace, and now BAE Systems. Ian has previously worked as an Avionics design certification specialist on large aircraft and a Part 145 and Part M specialist. Ian is currently delivering our Initial Airworthiness and Continuing Airworthiness training courses and instructing training addressing the airworthiness aspects of Specific Approvals.
