What is ICAO’s Human Factors Guidance for Regulators?
The International Civil Aviation Organisation (ICAO) provides guidance for regulators on human performance. The guidance focuses on ensuring that regulations address human factors that can impact aviation safety. It emphasises the need to consider human performance limitations and capabilities in areas such as training, licensing, and scheduling of flight crew.
Regulators are encouraged to establish standards and procedures that account for fatigue management, stress, workload, team coordination, and communication. The guidance also highlights the importance of continuous monitoring, investigation, and analysis of human performance related incidents to identify areas for improvement. Ultimately, the objective is to promote a safety culture that integrates human factors principles into aviation regulations and operations.
Course Overview
ICAO Standards and Recommended Practices (SARPS) include requirements to support Human Performance.
This course provides delegates with a detailed understanding of ICAO’s manual for Human Performance for Regulators (Doc.10151) and to use this guidance to develop regulatory material and oversight approaches to support human performance as part of ensuring system safety.
The course will introduce the manual and the concepts of complexity and systems thinking, as well as the five ICAO human performance principles and Human Centred Design (HCD) within Part One of the manual. It will then detail the approaches in Part Two of the manual, which focuses on how to include human performance requirements into regulatory approaches. This details the application of the guidance from State Safety Programme to national law, approval processes (people, systems, processes) and oversight techniques.
It will focus on joining up the influences on human performance from a systems thinking perspective. Delegates will develop an understanding of how the regulatory approach can fundamentally support people to do their best on the day and within all the different operational environments and deliver a safe aviation system.
This course is focused on regulatory staff, from those who decide what regulatory approach is needed, those who approve people, processes, and systems to those who oversee the regulated environment.
It will also benefit service providers to support their understanding of regulatory requirements and the ways that they can better support human performance within their organisations. It will also be useful for anyone interested in taking a broader perspective on optimising human performance within complex socio-technical systems. Regulatory staff and organisations from other industries may also benefit from this course.

Through presentation and interactive discussion, by the end of this course, delegates will be able to demonstrate an understanding of:
- Systems Thinking and its application to the aviation system
- Relevance of ICAO’s Human Performance principles and HCD for regulators activities
- Application of HP principles and systems thinking within of regulatory approaches e.g. high level law, policy development, guidance and promotional materials.
- Application of human performance considerations and how to embed them into the approval of regulations related to people, systems, and processes
- Identification methods for monitoring the ongoing demonstration of HP considerations within the operational environment
Delegates should an understanding of Human Performance / Human Factors requirements in relation to their organisation and working environment.

Kathryn Jones
Effective Fatigue Risk Management Systems
Flight Time Limitations
Kathryn has worked in aviation since 1989 and is an aircrew fatigue management expert. Her experience includes: working for an airline; being a UK CAA auditor; and Head of Scheduling for the British Airline Pilots Union. Kathryn returned to the UK CAA in 2008 and has worked on flight time limitations and fatigue risk management systems and is currently focused on the delivery of the UK CAA’s human factors programme. She has been a member and chair of various European Aviation Safety Agency (EASA) rulemaking groups and International Civil Aviation Organisation (ICAO)’s Fatigue Risk Management and Human Performance Task Forces. Kathryn also holds a Masters in Air Safety Management.
