What is Competency-Based Training and Assessment?

Competency-Based Training and Assessment (CBTA) in aviation is an approach that focuses on evaluating individuals based on their demonstrated competencies or skills, rather than rigid training requirements. It involves identifying the key competencies required for specific aviation roles, designing training programmes to develop those competencies, and assessing individuals’ performance against predetermined standards. CBTA enables a more flexible and individualised approach to learning, ensuring that aviation professionals acquire and maintain the necessary skills to meet safety standards in the industry.

Course Overview

This course provides delegates from both the regulatory and operational environments with the core knowledge and skills required to understand the process of developing and approving competency-based training and checking programmes. The course content contains some theory but focuses on the practical application of the principles and philosophies of CBTA, in addition to guidance for operators and National Aviation Authorities on the approval of CBTA programmes.

The session also examines existing requirements in UK and EASA OPS regulations, together with guidance on CBTA produced by the UK CAA, ICAO, IATA and other organisations.

This course has been designed and developed by practising Senior Flight Operations and Training Inspectors and the course is delivered by the UK CAA’s Training Standards Lead.

Whilst the course is primarily aimed at training managers within operators considering the implementation of a CBTA recurrent training and checking programme, it will also be of value to NAA inspectors responsible for the oversight of CBTA programmes and training organisations wishing to learn more about the CBTA concept as well as cabin crew, ground operations and engineering.

Delegates on this course will receive comprehensive theoretical and practical training in the principles and philosophies of CBTA, including aspects of design, delivery, approval, and oversight of CBTA programmes. This course will give delegates an opportunity to apply the knowledge through practical application of competencies, grading and course design. This practical application also serves to standardise instructor / examiner training and pilot assessment.

With the knowledge gained of CBTA, delegates will have acquired the core skill sets required to design, develop, implement, evaluate, and approve CBTA programmes in a Flight Operations Inspecting or training management role, in the UK or internationally.

Delegates should ideally be AOC Nominated Persons, training managers, experienced instructors and examiners or inspectors currently working in the aviation regulatory environment.

Evidence-Based Training for Flight Operations Inspectors 

Captain Tim Ramsdale is an experienced flight operations and training specialist with over 30 years in the aviation industry. Tim holds comprehensive experience in commercial, military, helicopter and aeroplane operations, training of NAA Inspectors, Examiners, and Instructors. Alongside being a Flight Operations and Training Inspector, Tim is the current Training Standards Lead for the UK CAA.

David Asgeirsson

Evidence-Based Training for Flight Operations Inspectors 

David is a Subject Matter Expert on Competency and Evidence-Based Training (EBT). He is an advisor to the ICAO Personnel Training and Licensing Panel and previously participated in the development of the EBT Instructor Course for IATA.
