Course Overview
This course equips aviation service providers—including airlines, ANSPs, MROs, and airport operators—with the tools and knowledge to manage organisational, operational, and physical changes that impact safety. Based on ICAO Annex 19 and the Safety Management Manual (Doc 9859), the course outlines a structured six-step Management of Change (MoC) process embedded within the Safety Management System (SMS).
Participants will learn how to identify hazards, assess risks, and implement mitigations to ensure changes are managed to ALARP/ALOS standards. Real-world examples, including the Taiwan runway crash and Santiago de Compostela rail accident, highlight the importance of stakeholder engagement, human factors, and documentation in successful change management.

Organisational Management of Change
The aviation sector is undergoing rapid transformation driven by emerging technologies, evolving business models, and increasing regulatory complexity. These changes present both opportunities and risks that must be proactively managed to safeguard safety and operational integrity. This course equips Organisations authorities with the tools and frameworks to implement structured, risk-informed management of change processes. Participants will learn how to anticipate unintended consequences, engage the right stakeholders, and ensure that safety outcomes are achieved without compromise.
This course is designed for Accountable Managers, Senior Managers, Safety Programme Managers, Safety Managers, and Compliance Officers within aviation service provider organisations.
By the end of this course, delegates will be able to:
- Understand the regulatory requirements for Management of Change (MoC) as outlined in ICAO Annex 19
- Implement a structured six-step MoC process within their Safety Management System (SMS) to manage organisational, operational, and physical changes.
- Identify and assess safety risks associated with change, including those arising from external regulatory shifts, internal restructuring, and operational modifications.
- Apply human factors principles, including the “Dirty Dozen,” to anticipate and mitigate risks related to personnel performance, culture, and communication.
- Communicate effectively, ensuring contractors, partners, and internal teams are aligned and informed throughout the change process.
- Document and justify changes using MoC templates to support traceability, accountability, and regulatory compliance.
- Determine when regulatory approval or notification is required and prepare submissions that meet authority expectations.
- Monitor and assure the effectiveness of implemented changes, using performance indicators, feedback mechanisms, and review schedules.

John Thomson is a highly respected aviation safety expert with over 30 years of experience spanning civil and military aviation. As a Senior Technical Advisor specialising in Safety Management for the United Kingdom Civil Aviation Authority International (CAAi), John brings a wealth of expertise from his previous roles, including:
• State Safety Programme Lead: Responsible for overseeing the UK National Aviation Safety Plan, ensuring compliance with ICAO Annex 19, the Global Aviation Safety Plan, and regional frameworks.
• Safety Assurance Specialist: Conducting internal reviews, fostering a learning culture, and analysing non-aviation accidents to derive lessons for the aviation industry.
• Safety Intelligence Manager: Leading a multidisciplinary team of intelligence analysts, ATS investigators, and transcription specialists to enhance safety outcomes through actionable intelligence.
John is a prominent figure on international aviation platforms. He represents the UK on the ICAO Safety Management Panel, the Global Aviation Safety Plan Study Group, and serves as Co-Chair of the ICAO European Regional Expert Safety Group. His contributions have helped shape global safety practices and foster international collaboration.
As a technical innovator, John has specialised in the lifecycle development of Big Data tools, utilising advanced technologies such as automation, robotics, and machine learning to enhance Safety Data Collection and Processing Systems (SDCPSs). He is also pioneering the use of virtual reality to visualise and simplify complex models, creating intuitive ways to improve understanding and decision-making.
With a distinguished career in the Royal Air Force and the Military Aviation Authority, John has developed and managed Safety Management Systems that facilitate collaboration and learning across diverse and dispersed teams.
