Course Overview

This course provides aviation regulators and State authorities with a comprehensive framework for managing change within the aviation safety oversight system. Drawing on ICAO Annex 19 and the Safety Management Manual (Doc 9859), participants will explore the principles, processes, and critical elements required to proactively manage change at the State level. The course emphasises the importance of identifying safety risks, stakeholder engagement, and maintaining compliance during periods of transformation.

Through case studies—including the Boeing 737 MAX and Carmont rail accident—participants will examine the consequences of poor change management and learn how to apply structured methodologies to ensure safety and accountability. The course also covers the integration of change management into the State Safety Programme (SSP), including alignment with GASP, RASP, and NASP objectives.

Management of Change at the State Level

The aviation sector is undergoing rapid transformation driven by emerging technologies, evolving business models, and increasing regulatory complexity. These changes present both opportunities and risks that must be proactively managed to safeguard safety and operational integrity. This course equips State authorities with the tools and frameworks to implement structured, risk-informed management of change processes. Participants will learn how to anticipate unintended consequences, engage the right stakeholders, and ensure that safety outcomes are achieved without compromise.

By the end of this course, delegates will be able to:

  • Understand the strategic importance of managing change within the State Safety Oversight System,

  • Implement the six-step Management of Change (MoC) process, ensuring changes are defined, assessed, and assured in a systematic and risk-informed manner.
  • Identify and mitigate safety risks associated with regulatory, organizational, and operational changes using hazard identification and risk management techniques.
  • Evaluate the implications of change on legislation, regulation, and oversight,
  • Integrate change management into the State Safety Programme (SSP) and align their National Aviation Safety Plans (NASP).
  • Recognize the role of human factors, safety culture, and interface management in successful change implementation and stakeholder engagement.

John Thomson is a highly respected aviation safety expert with over 30 years of experience spanning civil and military aviation. As a Senior Technical Advisor specialising in Safety Management for the United Kingdom Civil Aviation Authority International (CAAi), John brings a wealth of expertise from his previous roles, including:

• State Safety Programme Lead: Responsible for overseeing the UK National Aviation Safety Plan, ensuring compliance with ICAO Annex 19, the Global Aviation Safety Plan, and regional frameworks.
• Safety Assurance Specialist: Conducting internal reviews, fostering a learning culture, and analysing non-aviation accidents to derive lessons for the aviation industry.
• Safety Intelligence Manager: Leading a multidisciplinary team of intelligence analysts, ATS investigators, and transcription specialists to enhance safety outcomes through actionable intelligence.

John is a prominent figure on international aviation platforms. He represents the UK on the ICAO Safety Management Panel, the Global Aviation Safety Plan Study Group, and serves as Co-Chair of the ICAO European Regional Expert Safety Group. His contributions have helped shape global safety practices and foster international collaboration.
As a technical innovator, John has specialised in the lifecycle development of Big Data tools, utilising advanced technologies such as automation, robotics, and machine learning to enhance Safety Data Collection and Processing Systems (SDCPSs). He is also pioneering the use of virtual reality to visualise and simplify complex models, creating intuitive ways to improve understanding and decision-making.

With a distinguished career in the Royal Air Force and the Military Aviation Authority, John has developed and managed Safety Management Systems that facilitate collaboration and learning across diverse and dispersed teams.
