This training course provides an introduction and overview to the subject of Air Traffic Service (ATS) Safety Regulation. The course is aimed at anyone in the Aviation Industry who requires an overall understanding of how ATS Safety Regulation is applied in the United Kingdom.

In particular, the course is suitable for representatives from ATS Providers and National Aviation Authorities (NAAs).

  • Identify how the following elements are used in the safety regulation of ATS: performance- based oversight, safety management systems (SMS), quality management systems (QMS) and security management systems (SyMS) risk assessments, incident investigation and safety performance indicators.

The Agency has developed five different pieces of legislation which then have been adopted by the European legislative institutions.

UK CAA – Air Traffic Management Common Requirements Implementing Regulation
Regulation 2017/373, the “Air Traffic Management Common Requirements Implementing Regulation” (ATM IR), entered into EU law on 1 March 2017.

The regulation lays down common requirements for ATM service providers and the oversight of ATM/air navigation services (ANS) and other air traffic management network functions.  When the ATM IR takes effect on 2 January 2020 it will replace both Commission Implementing Regulations (EU) 1034/2011 and 1035/2011.  The ATM IR is based on ATM-related ICAO Standards and Recommended Practices.
