The development of a positive security culture has become the foundation of aviation security in civil aviation. The challenge for organisations and regulators now is to transition the ‘Security is everyone’s responsibility’  into more than a catchy slogan.

Security Culture and Assessment Plan
Organisations and regulators now need to establish a programme of activity to evaluate, embed and sustain a positive security mindset amongst all employees and ensure ongoing commitment to security at executive level.

The growing emphasis on security culture within civil aviation is driven by the ICAO recommendation for each Contracting State to require entities involved in various aspects of the national civil aviation security program to promote, develop and implement measures and mechanisms that contribute to establishing a robust and effective security culture (as outlined in Annex 17, 3.4.7 Recommendation). Away from the regulatory requirements, civil aviation organisations are starting to realise the tangible and cultural benefits of security being embedded as an organisational ‘norm’.

To invigorate your security culture and instil robust and proactive security behaviours among your personnel, the pivotal initial step is to undertake a comprehensive Security Culture Assessment within your organisation. This assessment is indispensable for illuminating areas of excellence and those warranting closer attention. Our extensive experience in both security culture theory and practice enables us to support the evaluation, development and maintenance of a sustainable and proportionate security culture, unique to each organisation.

Our experts will assist you to undertake:

  • Assessment of your organisation’s security culture (considering all ICAO security culture essential elements)
  • Development of security culture related Key Performance Indicators
  • Customised development of a Security Culture Action Plan and strategy for your entity (aligned with your specified parameters such as budget, timelines, and resources)
  • Recommendation of the optimal approach for Security Culture Campaigns
  • Subsequent follow-up and secondary assessment after implementing measures
  • Complete confidentiality of the findings is assured

We work closely with Government bodies and National Aviation Authorities (NAAs) to understand States’ specific aviation requirements and to develop an aviation regulatory framework that is effective and unique to them.

Leveraging UK CAA regulatory experience across the entire spectrum of aviation security oversight, we can support States in the following areas:

  • Review of current security regulations and related guidance materials against domestic and international standards.
  • Examination, interpretation and application of existing national and local regulations.
  • Assessment of third party security programmes.
  • Airport security programme reviews and recommendations.
  • Design and development of new security regulations and oversight programmes.
  • On-going risk-based review of all aviation security requirements
