This one-day course aims to explore the principles and best practices concerning covert and overt testing. Participants will examine the conditions required for effective testing and the importance of consistent, fair and repeatable test strategies. They will also examine the role of covert and overt testing as part of the wider oversight activity and the important role that ‘just culture’ plays.

What is Covert and Overt Testing?
In aviation security, covert and overt testing are methods used to evaluate the effectiveness of security measures, procedures, and personnel. These tests help ensure that security protocols function correctly and that security personnel are adequately trained and prepared to handle potential threats.
Covert testing involves conducting security checks or assessments in a way that leaves the security personnel being tested unaware that they are being evaluated. These tests simulate real-life security threats and assess how well security systems and personnel respond without warning.
Overt testing involves security personnel who know they are being tested, making it a learning opportunity. In this type of testing, security staff know their performance is being evaluated, and the test typically takes place in a controlled environment.
The Covert and Overt Testing course is intended for National Appropriate Authorities and Regulators delegates, persons responsible for security compliance monitoring in their State, and security auditors. It is not suitable for the UK industry.
By the end of this course, participants will:
- Be able to explain the purpose of covert and overt tests
- Be able to explain the regulatory context of covert and overt testing
- Have explored different approaches for undertaking covert and overt testing
- Have discussed the type of test pieces used for covert and overt tests
- Have developed an understanding of how test data can be evaluated and effectively used
This course will include the following:
- Exploration of the regulatory context of covert and overt testing
- Examination of the testing process for covert and overt testing and how to ensure tests are run safely
- Exploration of the types of test pieces used for covert and overt testing
- Discussion on what data is captured during the test process
- Discussion on how test data can be evaluated and used as part of the oversight approach
- Exploration of Human Factor and Human Performance aspects of covert and overt testing
- An exercise on the development of a testing programme

Dorota Broom joined CAA International in June 2022 as Technical Advisor for Aviation Security. She is a DfT certified Aviation Security Instructor with 16 years’ experience in the industry. Dorota believes passionately that sharing the understanding of Human Factors and promoting Security Culture can improve the standard of aviation security worldwide. She has lived and worked in various countries and is fluent in English, Italian and Polish.
In her current role, Dorota is responsible for providing technical support and expertise to an international audience in Aviation Security through design and delivery of training. She is a pro-active collaborator on various CAAi projects. Currently this includes a three-year research project for EASA on the Impact of Security measures on Safety, ICAO Security Culture and DfT ASTEM framework.
In her previous role, Dorota worked for Ryanair for 16 years in various roles. This included Safety and Emergency Procedures Instructor, Senior Examiner and Quality Assurer for security training. She has been responsible for safety and security training to cabin crew, flight crew and Instructors. She has prepared security instructors for national certification both in the UK and Ireland. She has delivered training for Ryanair in areas of Safety, Security, CRM, Dangerous Goods, First Aid and Survival.

Sophie Hibbin joined CAA International in June 2024 as Senior Technical Advisor for Aviation Security, after 7 years working for the UK CAA in the Training and Human Factors team. She specialises in applying research methodologies to policy issues, and is focused on improving global aviation security standards through human factors, security culture, and management systems. She is a UK DfT certificated instructor, with previous operational experience in air traffic control and airport security, and a solid academic background in geology and management science. At CAAi, Sophie supports global efforts to advance aviation security, through the provision of expert advice and training. She has collaborated with international regulatory bodies on projects to examine various risks in today’s aviation security system, and is currently working on improving worldwide certification standards for x-ray screeners and instructors.
