Aviation Safety Oversight
As part of our commitment to pursuing targeted, continuous improvements to aviation systems, culture, processes and people, we have developed a range of services to support National Aviation Authorities (NAAs) at each stage of the ICAO Global Aviation Safety Plan (GASP).

Effective Safety Oversight
Our support helps States with limited resources raise their level of effective implementation and can include:

  • Training consultancy services to address technical and nontechnical requirements and to build capability in your NAA.

Safety Management
We can provide States with a fit for purpose State Safety Plan (SSP) that takes into account each State’s level of maturity and the complexity of its air transportation system. Our support includes:

  • SSP development and implementation
  • Safety Management System (SMS) implementation
  • SSP and SMS training
  • Guidance on technical procedures to promote and improve safety management oversight

Aviation Security
With the UK CAA responsible for regulating aviation security in the UK, we can provide expert guidance to NAAs on aviation security oversight.

We can review existing security plans against ICAO’s critical elements and work collaboratively to develop new security programmes tailored to particular requirements. Our solutions help States implement an effective aviation security oversight system that meets the regulatory requirements of ICAO.

Our support can include:

  • Implementing comprehensive aviation security legislation
  • Advice and support on ICAO Universal Security Audit Programme (USAP)
  • Organisation restructuring to improve security oversight
  • Guidance on technical procedure in all areas of aviation security
  • Provision of Training Needs Analysis (TNA) to enhance competencies
Economic Regulation
Based on our expertise in economic policy and strategy, we provide advice on aviation policy from an economic standpoint, with the aim of securing the best sustainable outcome for users of air transport services.

Economic Regulation, Competition and Markets
The key focus of the economic regulation work is to ensure that airports and air navigation service providers that have substantial market power do not exploit it. Our experts specialise in:

  • Consumer and competition powers and market power assessments, including mergers; market investigations; dispute resolutions and competition cases
  • Market liberalisation, focusing on the removal of all government-imposed restrictions on the commercial behaviour of airlines, as well as bilateral and multilateral agreements between different states
  • Regular and bespoke training on economic regulations
  • Airport/ATM financial modelling
  • Airport charges and price capping
  • Privatisation of airports and ANSPs (PPPs) and concessions
  • Support to investors in due diligence

Economic Policy and Strategy

  • Economic and statistical analysis and advice on airports, airlines and air traffic services to develop and support policies, including aviation liberalisation, slot allocation, price control, etc.
  • Evaluation of the economic consequences of policy options
  • Calculation of the noise exposure contours, forecasting the noise impact of new airports or existing airport developments, forecasting the impact of changes in Air Traffic Operations
  • Promotion of sustainability, i.e. vast experience in advisory on the EU Emissions Trading System (EU ETS)

Aviation Data and Intelligence
Our experts have unique knowledge of traffic and freight statistics as well as passenger travel habits and preferences. With over 40 year’s experience managing national passenger surveys throughout the UK, and more recently international experience auditing the ACI ASQ survey, we are best placed to support airlines, airports and other business partners when they customise their service offerings.

Our methodologies can be applied to NAAs and airports worldwide, and our services range from an initial research consultation to the complex design and set-up of a national airport study.

Environment
Our specialists support Governments, aviation organisations, operators and planning authorities in developing more stringent global standards on aircraft noise and engine emissions, improved land-use planning, operational abatement procedures and market-based economic instruments to encourage the use of quieter and cleaner aircraft.

Noise Contouring
The UK CAA has developed the Civil Aircraft Noise Contour Model (ANCON), which calculates the contours from data describing aircraft movements, routes, noise generation and sound propagation. Using this powerful data modelling tool, CAAi can assist Governments and operators to calculate noise exposure contours, forecast the noise impact of new airports or existing airport developments and to forecast the impact of changes in Air Traffic Operations.

Aircraft Emissions
CAAi can provide advice on the latest research and requirements for compliance with regulatory guidelines set by ICAO regarding emission limits from aircraft engine exhaust. We have the expertise to estimate the differences in CO2 emissions and fuel burn resulting from a change in flight procedures. This type of analysis can, for example, be used for the environmental assessment of an airspace change.

Exams and Licensing
Developed upon ICAO and EASA standards by CAAi and high-stakes assessment specialist Aspeq Ltd, we provide NAAs with complete, world-class electronic examination and online licensing solutions.

E-Exam Solutions
CAAi e-Examinations improve overall aviation standards whilst simultaneously simplifying regulatory assessment processes and administration. We currently offer administration, development, maintenance, results management and reporting for the following:

  • UK CAA Part-FCL (Flight Crew Licence)
  • UK CAA Part-66 AML (Aircraft Maintenance Licence)
  • Bespoke National and Local FCL and AML examinations in accordance with ICAO and European standards.

E-Licensing Solutions
Electronic Licensing is an online solution for managing aviation licences, from application submission to licence issue. E-Licensing supports State aviation regulators in the effective issuance of all personnel licences, ratings and renewals across the entire spectrum of aviation requirements, in line with the international and national standards.

  • Complete management of the licensing process.
  • Fully traceable digital licensing means no paper processing.
  • Automated workflow processes to improve business efficiency and provide better customer service.
  • Ability to develop and manage licensing workflows without software developers.
  • Enhanced security and information tracking.
  • Full oversight for compliance and quality assurance.
  • Auditing capability ensures applications fully comply with regulatory requirements.
  • Manage performance metrics and reporting with real-time tracking of applications.
Training Needs Analysis & Training Plans
We provide a specialist training consultancy service that offers technical expertise and practical experience to National Aviation Authorities in understanding aviation regulation, oversight and compliance monitoring. Our experts can offer support to your organisation if you are looking to strengthen your aviation training, learning and development programmes.

Training Needs Analysis
To identify gaps in the technical and non-technical learning and development needs, we use a Training Needs Analysis diagnostic tool. Our accessibility to UK CAA diagnostic tools allow us to accurately assess a Regulator’s  training needs, prioritise and make decisions that  shape the design and development of an effective training programme.

Our Training Needs Analysis tools can review:

  • Organisational structure
  • Technical and non-technical staff (based on ICAO requirements)
  • Employee surveys
  • Compliance with ICAO Standards and Recommended Practices (SARPS)
  • Safety Management Systems (SMS)
  • Succession planning and career development

Training Plans
We can develop tailored training plans designed to fill the gaps identified in the TNA. Our training plans support Regulator’s investment in people, recognising the need for training in the following areas;

  • Personnel skill development
  • Knowledge and behaviours to support regulatory compliance
  • Strategic objectives
  • Organisation objectives
Consumer Protection
We can offer guidance on how states can ensure the rights of their air travellers and help protect the consumer’s money.

This support includes regulating the finances and fitness of travel organisers selling flights and package holidays, licensing airlines and enforcing European Council requirements in relation to their finances, nationality, liability of passengers for death or injury and insurance, enforcing certain other legal requirements and codes of practice for protection of airlines’ customers.

Organisational Restructuring
We have supported a number of NAAs when restructuring their organisation. We are able to assist in all stages of the process from the initial gap analysis to implementation of pre-planned recommendations.

Our support can include:

  • Strategy and business plan definition
  • Safety and other regulatory objectives definition
  • Review and recommendations on NAA organisation structure
  • Assistance in separation of regulatory oversight and service provision
  • Job descriptions and competencies
  • Training Needs Analysis (TNA), training plan development and delivery
