Speech by CAAi’s Aviation Security Technical Advisors, Dorota Broom and Sophie Hibbin at the International Security & Resilience Conference, International Security Expo

As the world becomes increasingly interconnected, enhancing security in aviation is more critical than ever. We are excited to share our insights and experiences on how we can collectively work towards a safer, more resilient future, driven by the GASeP’s aspirational goals.

Our work involves close collaboration with governments, regulators, and industry leaders worldwide. Through our advisory services and training programs, we support the development of sustainable regulatory systems, ensuring that air travel remains safe and secure across the globe. What’s unique about our work in the international arena is that each engagement provides a new learning experience. We’ve found that no two states face the same challenges, and it’s through these diverse collaborations that we continue to grow and innovate in aviation security.

The GASeP, with its six priority areas, serves as a strategic framework guiding both states and industry players to strengthen aviation security. Released in its second edition in June 2024, GASeP not only provides a roadmap for improving security measures but also elevates the importance of aviation security on the global political stage. Its ultimate goal is the full and effective implementation of ICAO aviation security standards across all member states, creating a robust global aviation security system.

Rather than a detailed walkthrough of the entire GASeP, we will highlight key examples from each of the six priority areas, focusing on our contributions and experiences, allowing us to delve deeper into the real-world impact of GASeP and reflect on how we, along with our global partners, are making significant strides in aviation security.

ICAO Global Priority Areas

Global Priority 1 – Enhance risk awareness and response

GASeP highlights challenges such as evolving threats and limited collaboration between counterterrorism and aviation security. At CAAi, we’re addressing these through an ongoing Horizon Europe-funded project exploring the link between safety and security. We’re developing an integrated risk management approach, looking at how safety tools can enhance security, and inviting industry feedback.

Global Priority 2 – Maintain a strong and effective security culture

Security culture has evolved significantly since ICAO’s 2021 focus. CAAi is helping organisations enhance this through our Advanced Security Culture Course and free ICAO resources, including discussion cards and e-learning tools. We emphasise cybersecurity culture, encouraging organisations to make it a shared responsibility.

Global Priority 3  – Develop and promote the role of human factors

Human factors are essential in addressing challenges like motivation, recruitment, and adapting to new technologies in aviation security. CAAi’s Human Factors in Aviation Security course focuses on optimising performance and improving security culture. By drawing from aviation safety practices, we embed human factors into security regulations and training.

Global Priority 4 – Improve technological resources and foster innovation

Innovation is key to improving aviation security. CAAi’s e-Licensing platform, developed with Aspeq, streamlines the aviation licensing process, and we’re expanding its use in the security domain. We’ve also launched DXCT®, a digital screener certification tool, in partnership with Rapiscan, optimising the certification process and enhancing security practices.

Global Priority 5 – Improve oversight and quality assurance

Adapting to the evolving risk landscape requires a shift from static compliance to risk-based and performance-based oversight. CAAi is supporting this transformation through Security Management Systems training, helping organisations better manage security risks and move towards performance-driven oversight

Global Priority 6 – Increase cooperation and support

GASeP highlights the need for better knowledge sharing and cooperation. At CAAi, we foster this through international training programs and advisory services, bringing together global delegates to share best practices and innovative solutions.

By aligning with the GASeP framework and working together globally, we can ensure a safer, more secure future for air travel. Through our partnerships and shared efforts, we’re helping to shape a resilient, global aviation security system that meets the challenges of today and tomorrow.
