SSP Development & Implementation
A State Safety Programme (SSP) is an integrated set of regulations and activities aimed at improving aviation safety. ICAO Annex 19 of the Chicago Convention sets the standards for SSPs, placing the responsibility on all contracting States to implement such as programme.
An SSP consists of four components;
- State Safety Policy
- State Safety Risk Management
- State Safety Assurance
- State Safety Promotion
Since 2009, the UK CAA has gained valuable insight and know-how into the implementation of SSP. This intelligence can be highly beneficial to States in the planning, development or implementation phases.
We can provide States with a tailored SSP that recognises the maturity and complexity of its air transportation system. In the initial Research Phase, UK CAA regulatory experts conduct an SSP gap analysis to understand a State’s level of compliance with Annex 19. The gap analysis will assess the existence and maturity of the key SSP components.
The result will highlight areas of compliance and deficiency. States can then opt for UK CAA assistance on how to fully implement a tailored SSP, based on levels of compliance and country-specific factors.
Implementing a State Safety Programme
