ICVM Assistance to CAA Botswana

Background

In April 2013, CAAB faced an ICAO Coordinated Validation Mission (ICVM) as part of ICAO’s USOAP programme.

The aim of ICVM audit was to review the progress made by Botswana following its last safety audit in 2006. The audit in 2006 revealed Botswana’s rate of Effective Implementation was significantly below the global average at 27.8%.

Requirements

The CAAB required UK CAA expert technical assistance to help them prepare for the validation mission.

This project was a full-scale ICVM covering all eight audit areas including: Legislation, Organisation, Personnel Licensing, Flight Operations, Airworthiness, Accident and Incident Investigation, Air Navigation Services and Aerodromes and Ground Aids.

Approach

CAAi deployed a team of UK CAA technical experts and a dedicated Project Manager.

CAA experts performed on-the-job training to CAAB and Directorate of Accident Investigation (DAI) personnel on the revised processes and procedures.

CAAi carried out quality assurance assessments of CAAB Technical Guidance Materials (TGMs) and where necessary, helped develop TGMs in line with international requirements.

Benefits
  • CAAB was applauded by ICAO for their excellent preparations made for the ICVM.
  • The ICVM concluded that Botswana’s rating of Effective Implementation had considerably improved from 27.8% to 59.6%.
  • Botswana’s positive rating is now higher than the average for Africa (41%) and is almost equal to the global average of 60%.
