International aviation consultancy ALG has been appointed to lead a landmark project to develop a new Civil Aviation Master Plan (CAMP) for Jamaica. As a key project partner, CAA International (CAAi) will work alongside ALG, providing expertise in aviation safety, security, regulatory oversight and capacity building.
The 12-month project, commissioned by the Jamaica Civil Aviation Authority (JCAA), will create a comprehensive roadmap for the development of Jamaica’s aviation sector through to 2055, helping to ensure the country’s air transport system remains safe, resilient, efficient and capable of supporting long-term economic growth.
Through the project, ALG and CAAi will work alongside government, industry and tourism stakeholders to create a long-term blueprint for the future of Jamaican aviation. ALG will lead the master planning programme, bringing its extensive expertise in aviation strategy, traffic forecasting, economic analysis, infrastructure development and investment planning. CAAi will provide regulatory, safety, security and capacity-building expertise drawn from the UK’s aviation system and its international work with civil aviation authorities around the world. Together, the partnership will help Jamaica identify the investments, capabilities and reforms needed to support future traffic growth, strengthen regulatory effectiveness, enhance safety and unlock the wider economic benefits of aviation.
As one of the Caribbean’s leading aviation markets and tourism destinations, Jamaica’s aviation sector plays a critical role in connecting the island to global markets. The country handled more than 7 million international passengers in 2023, a year-on-year increase of 15%, with strong connectivity to the United States, Canada, the United Kingdom and destinations across the Caribbean. Tourism remains a major driver of demand, with air services serving as a vital gateway to the island’s economy.
The new master plan will provide a long-term strategy for Jamaica’s airports, air navigation services, regulatory framework and aviation infrastructure. It will assess future passenger and air traffic growth, identify investment priorities, evaluate financing and partnership opportunities, and ensure aviation development aligns with Jamaica’s Vision 2030 national development goals.

The project commenced in July 2026 and is expected to conclude in mid-2027.
