CAA International (CAAi) and the African Civil Aviation Commission (AFCAC) have signed a Memorandum of Understanding (MoU) to strengthen cooperation and support aviation safety and regulatory capacity‑building efforts across the African continent.

The MoU was formally signed earlier today by Ms. Adefunke Adeyemi, Secretary General of AFCAC, and Mr. Matthew Margesson, Managing Director of CAAi, during the ICAO Global Implementation Support Symposium (GISS) in Marrakech. The agreement establishes a collaborative framework spanning regulatory oversight capabilities, capacity development, training, innovation, and digital transformation to assist strengthening civil aviation authorities throughout Africa.

Africa’s aviation sector continues its rapid ascent, with international seat capacity forecast to grow by 18.6% in 2026[1], underscoring the need to bolster regulatory capability and enhance safety performance to ensure resilient, sustainable growth.

CAAi and AFCAC have signed a Memorandum of Understanding.

Speaking after the signing, Matthew Margesson said:

“We are delighted to formalise this partnership with AFCAC and look forward to supporting its mission to strengthen aviation safety and regulatory capability across the continent. By bringing our UK experience in effective, riskbased oversight, we look forward to building on AFCAC’s achievements and helping reinforce safety performance as Africa’s aviation market continues to grow.”

The partnership marks a significant step toward strengthening regulatory capabilities and harmonisation within the African continent, reinforcing aviation institutions, and supporting the continued growth and resilience of Africa’s aviation ecosystem.

Adefunke Adeyemi, added:

“This partnership with CAA International is a strong demonstration of our collective commitment to accelerating the implementation of SAATM and advancing Africa’s aviation integration agenda. By strengthening regulatory capacity and harmonization across the continent, we are taking concrete steps toward a more connected, competitive, and economically integrated African air transport market that fully supports the African Union’s vision. Through this partnership, AFCAC continues to advance its mandate of supporting Member States in enhancing safety, harmonization, and performance across the continent, while ensuring that Africa is well equipped to sustain the rapid growth of its aviation sector.”
