What is a State Safety Programme?

A State Safety Programme (SSP) refers to a structured and comprehensive approach to managing safety within a state’s aviation system. It is designed to ensure effective safety oversight, risk management, and the promotion of a strong safety culture throughout the aviation industry.

Course Overview

The Civil Aviation Authority’s Director General and Senior Managers within CAA’s including Accident Investigation Authorities and Government Aviation Departments have a vital role to play in an effective State Safety Programme (SSP).  Although they may not be involved in the day-to-day running of the State Safety Programme without their full support filtering from the top downwards the State aviation system may not be able to deliver the value and benefits that an effective State Safety Programme can bring.  So how can you get involved to maximise the benefits of your SSP?

The course has been designed specifically to help senior managers understand their role and responsibilities in the SSP.  It will develop your skills and knowledge on safety leadership and to encourage and promote a positive safety culture across the State aviation system. It will help you understand the key role you play in providing the governance and decision making to maximise efficiencies and the safety benefits. It will also provide you with an overview on recent safety management developments and best practice.

Delegates attend a one-day workshop (4 hours of active virtual training delivery) led by a UK CAA expert. The course will include presentations, discussions and group activities. It is also an opportunity to share experiences with senior managers from other States.

This course is suitable for the Director General Civil Aviation, Senior Managers in State aviation authorities and those involved in the governance of State aviation safety. This would include CAA Board members and members of the SSP co-ordination Group.

This training course will include the following topics:

  • SSP Stakeholders
  • Importance of the senior manager’s role in the SSP
  • SSP Design and Capacity building
  • Promoting a positive safety culture at a State level
  • Managing State aviation changes effectively

By the end of this course delegates will be able to demonstrate an understanding of:

  • A high-level overview of Annex 19 and State Safety Management Responsibilities
  • An understanding of the State Safety Programme and its relationship with the National Aviation Safety Plan
  • The value and benefits of having an ‘effective’ SSP in place
  • The importance of good governance to implement and manage the SSP
  • The legal implications of not having an effective SMS

Simon has 40 years aviation experience working with airlines and aviation maintenance organisations. He has been working over 21 years for the UK CAA and during last 9 years he was responsible for the Safety Management System (SMS) policy and strategy across the UK CAA. He has led international projects for SMS and State Safety Programs (SSP) working with ICAO, EASA and other regulators. Simon is also a maintenance Human Factors specialist and co-chairs the EASA Human Factors Collaborative Analysis Group (CAG). Using his extensive experience, Simon has been instructing SMS and SSP training worldwide.
